The exit polling comes from all over the state. The actual results are used to truth/estimate the uncertainty from the polling. Once the certainty is sufficient they can declare a winner. That's what they've done. It's over.

Reports from Milwaukee television and eyewitnesses in Milwaukee were saying that people were still waiting in line to vote. Still are, if the reports are correct. They ran out of ballots in Milwaukee in a number of precincts.

It isn't. Only 57% of the vote is in and there, Barrett has 528,206.

So, if you double that, which is likely, he'll end up with over one-million votes.
