If you look at the Twitter responses, people think that's just the normal rust that forms on a fire pump. Thing is, the metals fire pumps are made of don't rust.

The issue is, the water has an admixture of corrosive elements within it, dumped there by the riparian industrial sources, and it is these elements which are leaching the lead out of the pipes and into the citizens' water. The lead content in the water is an obvious concern. But how much greater a threat are the corrosive elements that cause the lead to leach?
