If Washington DC cannot, for some reason, become its own state, then either:

A) Exempt their citizens from Federal income tax, or

B) Incorporate the District into a Maryland congressional district and allow the citizens to vote for Maryland Senators. I say Maryland since the District lay entirely north of the Potomac at this time.

The part of DC that was south of the Potomac was re-joined to Virginia, and that worked out ok. It makes sense to merge the rest of DC into Maryland. Then all will have representation.

..it still doesn't change the fact that the folks in DC are effectively locked out of the process. If you're not represented, you shouldn't be taxed.

I'd also add that DC has changed a lot in the past 10 years/ It's not the city it was in the 70s-90s, and they should know that in Annapolis.
