From Perry yesterday on Meet the Press when comparing how great he was in contrast to Trump: "What we've done in the state of Texas, for instance: let African Americans keep more of what they worked for."
Did I hear him correctly? And if I did, can anyone explain what the hell he meant by it?

This is kind of bogus as the programs he would cut are often ones that they rely on - and that further cuts to government services would hurt the economy in general, but that's his theory.
