Who is the guy to Carter's right? (Hearing CSpan)

He is the most intense person I've seen at a hearing. His eyes miss nothing and I'd sure like to hear what he says when they leave the hearing. And is he a hunk! Should be a movie star.
Am watching the Defense Hearing on CSpan because I don't care about Bill Cosby. Hope he gets what he deserves, and that's not up to me.
The hearing is interesting. The Repubs are beating up on Ashton Carter & General Dempsey. They seem to want ground troups, Dempsey not so much. Problem is sunnis and Shiites don't like each other and don't want to fight together.
Carter brought out they need more funds, as does every dept., and named quite a few. Sen. Donnelly (D) says he went to Iraq and found that people there are eating grass, not enough food.
McCain said that Petraeous surge worked and we had Iraq. But Cater says that Bush hired Malichi, and McCain interrruped him (often, in fact) and said that we'll debate that later...
McCain keeps interruptmg Carter to tell him "my time is almost up," and he'd rather hear himself talk than listen to Carter...
