Should the feds have control of federal agencies?

I just got this letter to the editor...one paragraph (with names redacted) is so precious I just had to share:

I am supporting (name redacted) for Zone 5 for upcoming (agency) election for the following reasons. First he had an honorable career and was a fierce fighter as a U.S. Army Ranger. He had to retire due to injuries but decided he would serve his community in becoming involved in his county’s FEMA chapter. He rose to become the director of that agency and then witnessed undue and unwelcomed federal control of their agency during emergencies. He stood up against what he and other county level officers felt was over reactions and control.

Last I checked, the F in FEMA stands for "federal."

FEMA fingers are in everyone's pie, so to speak.

Big Brother is looking over the shoulder of every Tom, Dick and Harry who is in any local emergency management.
