Does anyone know a link to a summary on the Payroll Tax Bill?

I'm curious about all the extraneous stuff that's in there.
The payroll tax and unemployment extension seem to be all they wanna talk about, but what exactly is the deal on the pipeline and the approval of medicare rates for DR's, which I believe I heard is in it.

They love the conflict, the late night votes etc. but they will not spend five minutes flushing out all the issues that are covered in this "Payroll tax cut bill." NPR included. Thank goodness we have DU and some people who are willing to spend a minute and figure out what it all means.

Will the Democrats (Senate) and Republicans (House) ever be able to come up with a year long plan they both can agree on?
