But the way things work in Israel, a tie goes to Netanyahu (e.g. He gets first shot at forming a Government).

Now, do you have any EVIDENCE that the networks are skewing the message, or are you just venting?

Over the next week or two, both sides will try to assemble a ruling coalition among all the lesser parties. Even if Likud succeeds, one of the conditions might be that Netanyahu steps down. He's become an embarrassment.

Almost every poll taken shows the Israeli public believes him to be the best option for Prime Minister
You'd have to find someone who is not the leader of one of the major or minor parties to step in. There doesn't appear to be anyone who can fit that bill
Kulanu Party will likely decide who is the next Prime Minister
Liberman will likely nominate himse3lf to be Prime Minister according to what I've read. He'll try and get a better deal with Netanyahu

There will likely be some Theater, but before March 31, Netanyahu will likely have secured the majority

It's possible they support Herzog's alliance but unlikely

The public has soured on Likud, but feel Netanyahu is a better choice for Prime Minister than Herzog would be
The Zionist-Union will get the most seats, but the Phase 2 likelihood is Likud (22), Bayit Yehudi (12), Kulanu (9), Shas (7), UTJ (7), Yisrael Beitenu (5), Yachad (4) =66
Herzog would need Kulanu for a Zionist Union (25), The Joint (Arab) List (12), Yesh Atid (12), Kulanu (9), Meretz (5) =63

That's provided the numbers hold up. Likud did worse than expected in the last election. But, the opposition has not provided what the Israeli public considers, a credible alternative
