WASHINGTON—The Labor Department said it would appeal a federal district court ruling that struck down the agency’s regulation extending minimum wage and overtime pay to most home-health workers.

The department filed a notice of appeal late Thursday with the U.S. District Court for the District of Columbia, and said a brief would be filed soon. The trial court struck down one portion of the rule in a decision last month, then struck down a remaining section last week, saying the rule as written first requires an act of Congress.

The decisions by Judge Richard Leon were a blow to the Obama administration, worker advocacy groups and workers who fought for the added protections, but a victory for trade groups that challenged the rule on behalf of third-party home care providers.
