The Bush Family's Favorite Terrorist

While the Bush administration holds dozens of suspected Muslim terrorists on secret or flimsy evidence, one of the world’s most notorious terrorists slipped into the United States via Mexico and traveled to Florida without setting off any law enforcement alarms.

Though the terrorist’s presence has been an open secret in Miami, neither President George W. Bush nor Florida Gov. Jeb Bush has ordered a manhunt. The U.S. press corps has been largely silent as well.

The reason is that this terrorist, Luis Posada Carriles, was a CIA-trained Cuban whose long personal war against Fidel Castro’s government is viewed sympathetically by the two Bush brothers and their father. When it comes to the Bush family, Posada is the epitome of the old saying that “one man’s terrorist is another man’s freedom fighter.”

The Bush administration – which has imprisoned Jose Padilla and other alleged Muslim “enemy combatants” without trial – has taken a far more lenient approach toward the 77-year-old Posada, who is still wanted in Venezuela for the bombing of a Cubana Airlines plane in 1976 that killed 73 people. Posada also has admitted involvement in a deadly hotel bombing campaign in Cuba in 1997.

If the 1960 election had gone according to plan, Nixon would've been president during the Bay of Pigs. From all accounts, he likely would've sent in the Marines, along with the Army, Navy, Air Force and Coast Guard, making Allen Dulles and Meyer Lansky and all their rich and corrupt friends very, very happy again.



AUG 1960: Richard Bissell meets with Colonel Sheffield Edwards, director of the CIA's Office of Security, and discusses with him ways to eliminate or assassinate Fidel Castro. Edwards proposes that the job be done by assassins hand-picked by the American underworld, specifically syndicate interests who have been driven out of their Havana gambling casinos by the Castro regime. Bissell gives Edwards the go-ahead to proceed. Between August 1960, and April 1961, the CIA with the help of the Mafia pursues a series of plots to poison or shot Castro. The CIA’s own internal report on these efforts states that these plots "were viewed by at least some of the participants as being merely one aspect of the over-all active effort to overthrow the regime that culminated in the Bay of Pigs." By September 1960, the project was proceeding apace. Roselli would report directly to Maheu. The first step was a meeting in New York. There, at the Plaza Hotel, Maheu introduced Roselli to O'Connell. The agent wanted to cover up the participation of the CIA, so he pretended to be a man named Jim Olds who represented a group of wealthy industrialists eager to get rid of Castro so they could get back in business.

"We may know some people," Roselli said. Several weeks later, they all met at the Fontainebleau Hotel in Miami. For years, the luxurious facility had served as the unofficial headquarters for Mafioso leaders seeking a base close to their gambling interests in Cuba. Now, it would be the staging area for the assassination plots.

At a meeting in one of the suites, Roselli introduced Maheu to two men: Sam Gold and a man Roselli referred to as Joe, who could serve as a courier to Cuba. By this time, Roselli was on to O'Connell. "I'm not kidding," Roselli told the agent one day. "I know who you work for. But I'm not going to ask you to confirm it."

Roselli may have figured out that he was dealing with the CIA, but neither Maheu nor O'Connell realized the rank of mobsters with whom they were dealing. That changed when Maheu picked up a copy of the Sunday newspaper supplement Parade, which carried an article laying out the FBI's ten most wanted criminals. Leading the list was Sam Giancana, a.k.a. "Mooney," a.k.a. "Momo," a.k.a. "Sam the Cigar," a Chicago godfather who was one of the most feared dons in the country—and the man who called himself Sam Gold. "Joe" was also on the list. His real name, however, was Santos Trafficante—the outfit's Florida and Cuba chieftain.

Maheu alerted O'Connell. "My God, look what we're involved with," Maheu said. O'Connell told his superiors. Questioned later before the 1975 U.S. Senate Select Committee on Intelligence (later nicknamed the Church Committee after its chairman, Frank Church, the Democratic senator from Idaho), O'Connell was asked whether there had ever been any discussion about asking two men on the FBI's most wanted list to carry out a hit on a foreign leader.

"Not with me there wasn't," O'Connell answered.

"And obviously no one said stop—and you went ahead."

"Yes."

"Did it bother you at all?"

"No," O'Connell answered, "it didn't."

RALEIGH – A noted former Central Intelligence Agency officer, author, and scholar who is intimately knowledgeable about Cuba and Fidel Castro, says he believes there is evidence that Castro’s government knew about the assassination of President John F. Kennedy in 1963 ahead of time.

Robert Kennedy, as the Attorney General of the United States, was in charge of the operation, said Latell. Despite the United States’ best efforts, the operation was nonetheless penetrated by Cuban intelligence agents, said Latell.

Latell said there were two serious assassination attempts by the United States against Castro that even used members of the mafia to help, but both of them were obviously unsuccessful.

He also said that there was a plot by the United States to have Castro jabbed with a pen containing a syringe filled with a very effective poison. Latell said that he believes the experienced assassin who worked for Castro who originally agreed to the plan may have been a double agent. After meeting with a personal representative of Robert Kennedy in Paris, the man knew that the plan to assassinate Castro came from the highest levels of the government, including John F. and Robert Kennedy.

The plan was never carried out, as the man later defected to the United States, but with so many double agents working for Castro also pledging allegiance to the CIA, Latell said it was likely that the information got back to Havana that the Kennedy brothers endorsed that plot with the pen.

In 1990, through the direct influence of President George
Herbert Walker Bush, Orlando Bosch-fugitive from justice, undocumented
alien, serial terrorist and airline bomber-was released from prison in
Miami, at the urging of Bush's son Jeb on behalf of Miami Republicans.


Jeb (the family Florida fixer) traded the unusual release from federal
custody for the votes of Floridians and delivered Florida to his father's
electoral tally in the 1992 presidential election.

Orlando Bosch was not released because he was rehabilitated and repentant.
He was not released because he had served out a sentence. He was set free
by the Bushes for Republican gain with seeming disregard for public safety
here and abroad and for the "Rule of Law."

Thirty countries had refused Bosch asylum because of his criminality. An
acting attorney general in Miami and the INS had refused to allow him to
remain in the U.S. In January 1989 the acting attorney general wrote: "For
30 years Bosch has been resolute and unwavering in his advocacy of
terrorist violence.... He has repeatedly expressed and demonstrated a
willingness to cause indiscriminate injury and death.'" Attorney General
Dick Thornburgh described Bosch as an "unreformed terrorist."

And yet the Bushes set him free.

Even more troubling than the release of a dangerous man in exchange for
votes is the manner of adjudication. President Bush did not pardon Bosch.
He apparently simply stepped in and exerted the influence of his office to
release Bosch against the recommendations of the district director of the
INS and the Department of Justice.

This was no penny ante lawbreaker. Not just a tax cheat or draft dodger.
Bosch planned, participated in, or managed the following crimes:

Here's the story on Bosch:
A pediatrician by education, Bosch secretly left Cuba for Miami the year
after Castro took power. He immediately began violent actions with the
terrorist organization "MIRR" (Insurrectional Movement of Revolutionary
Recuperation) and with the "Movimiento Nacionalista Cubano" (Cuban
Nationalist Movement).

In 1968, Bosch was arrested by U.S. authorities, tried and sentenced to 10
years in prison. In 1972 he was released, and made his way without
permission and against the provisions of his U.S. parole to Venezuela where
he was arrested for the bombing of the Cubana airliner in which 73 people
were killed, including the entire Cuban fencing team.

He languished in prison there, while still directing terrorist actions
detailed above. He eventually was freed on humanitarian grounds after a
long hunger strike, and in 1988 returned to the U.S. without papers, where
he was arrested for parole violation and then eventually remanded to the
custody of INS (U.S. Immigration and Naturalization Service).

Cuba asked for the return of Bosch so that he could be tried for terrorist
actions, but Bosch petitioned for asylum in the U.S., stating that he would
not receive a fair trial in Cuba (a la Marc Rich's claim!). The petition

In January 1989, the request for asylum was denied. An acting deputy
attorney general wrote: "For 30 years Bosch has been resolute and
unwavering in his advocacy of terrorist violence . . . He has repeatedly
expressed and demonstrated a willingness to cause indiscriminate injury and
death."

More than 30 countries refused to allow Bosch entry. The INS District
Director in Miami excluded Bosch from remaining in the U.S. on the
following grounds:

= There is reason to believe he would seek to enter the United States
solely, principally, or incidentally to engage in activities prejudicial to
the public interest. (8 U.S.C. 1182 (a) (27)).

= That he is or has been an alien who advocates or teaches or has been a
member of an organization that advocates or teaches the duty, necessity, or
propriety of assaulting or killing officers of any organized government. (8
U.S.C. 1182 (a) (28) (F) (ii)).

= That he is or has been an alien who advocates or teaches or has been a
member of an organization that advocates or teaches the unlawful damage,
injury or destruction of property. (8 U.S.C. 1182 (a) (28) (F) (iii)).

= That he is or has been an alien who advocates or teaches or has been a
member of an organization that advocates or teaches sabotage. (8 U.S.C.
1182 (a) (28) (F)(iv)).

= That there are reasonable grounds to believe that he probably would,
after entry, engage in activities which would be prohibited by the laws of
the United States relating to espionage, sabotage, public disorder, or in
other activity subversive to the national interest. (8 U.S.C. 1182 (a) (29)).

In addition, the notice alleged that Bosch also is excludable on the
grounds that he has been convicted of a crime of moral turpitude (other
than a purely political offense), 8 U.S.C. 1182 (a) (9), and that he did
not possess valid entry documents. 8U.S.C. 1182 (a) (20). (See

Then began the campaign to use political pressure to free Orlando Bosch and
allow him to reside in America.

Jeb Bush, who had ingratiated himself with the highest orders of power in
the anti-Castro communities of Florida, was the campaign manager for
right-wing Republican Congresswoman Ileana Ros-Lehtinen. Jeb arranged a
meeting for her with his father, President G.H.W. Bush, to "negotiate" the
release. (New York Times August 17, 1989)

In the same article the Times wrote "Ileana Ros-Lehtinen, the Republican
who seeks the seat of the late Representative Claude Pepper and is the
candidate for whom the president campaigned, wants the president to
overrule the Justice Department's deportation order."

On July 18, 1990, Bosch was granted parole on the recommendation or order
of George Herbert Walker Bush, and allowed to live under some temporary
supervisory restrictions in Miami, although being allowed to walk the
streets there and mingle with members of the community.

The circumstances of the parole don't exactly pass the smell test.
According to The Washington Post of August 18, 1990: "In June, U.S.
District Judge William Hoeveler asked government attorneys why nothing had
yet happened on Bosch's case. He gave them another month to find a suitable
home country for Bosch, and on the eve of that court date, Bosch received
the three-page offer for release into house arrest. Justice Department
spokesman Dan Eramian said the decision to release Bosch was made for
'humanitarian reasons,' but that the government will continue to try to
deport him."

That, of course, never happened. He's still free. [Note, he's now dead at age 84]

As is usually the case with the affairs of the Bushes, other Bosch trails
lead to links with the CIA, the Mafia, and covert operations. There are
claims that Bosch was a CIA operative. There's even a tight connection to
Frank Sturgis, the man thought to have killed President John Kennedy.
Orlando Bosch was one of the Cuban nationals known to be traveling from
Miami to Dallas with weapons on Nov. 21-22.

in the report of the Warren Commission as one of those investigated in the
Kennedy assassination.

In The Nation magazine in 1990, author David Corn wrote: "In yet another
parole violation Bosch is now, according to The Miami Herald, organizing a
group to raise money to buy and ship arms to Castro's foes in Cuba. Is
anyone in U.S. intelligence watching his outfit today?"

Obviously, George Herbert Walker Bush's need to be re-elected trumped any
concerns for public safety and national security.

Bottom line: This case makes the hysterical G.O.P. attention to the Clinton
pardon of a fugitive tax cheat look like a political diversion. And it
makes Bill Clinton look like Solomon the Wise and Judicious, compared to
the apparent abysmal judgment and integrity of the Bushes.

And whenever you see the Bush clan purse their lips and speak haughtily of
their patrician familial honor and tradition and integrity, remember
Orlando Bosch.

CIA, State Department role in Operation Condor

Documents released last week by the National Security Archive, which has played a valuable role in uncovering evidence of the crimes of American imperialism in Latin America, provide new details on the role of top US officials in facilitating the assassination of former Chilean foreign minister Orlando Letelier.

These documents add to the overwhelming case for the prosecution of then-secretary of state Henry Kissinger, then-CIA director George H. W. Bush and other top officials for their role in these and other murders perpetrated by military juntas allied with and backed by the US government.

The September 21, 1976 murder of Letelier and an American aide, Ronni Moffitt, was the most spectacular act of international terrorism on US soil up to that time. The two were killed, and Moffitt’s husband Michael wounded, when a bomb detonated underneath their car as they rounded Sheridan Circle in northwest Washington D.C., barely a mile from the White House.

Letelier, who had served as foreign minister and then defense minister in the reformist government of Salvador Allende, was arrested and tortured in the September 11, 1973 military coup lead by General Augusto Pinochet. He was eventually sent into exile, but became a thorn in the side of the Chilean junta because of his political activities abroad, exposing the savagery of the junta’s repression and campaigning for an international boycott.

Michael Townley, an American citizen working for DINA, the intelligence service of the Chilean military junta, was identified as the manufacturer of the bomb that killed Letelier and Ronni Moffitt. In April 1978, he was extradited from Chile under an agreement that limited his potential sentence and protected the top Chilean and US government officials, who were responsible for ordering the bombing.

Townley served only five years of a ten-year term, and then was placed in the federal witness protection program. Some 27 years after his release from prison, the admitted terror-bomber still enjoys the protection of the US government—and in its service, he may well continue to employ his bomb-making skills.

A Chilean Army captain, Armando Fernandez Larios, and three anti-Castro Cuban exiles, Alvin Ross Diaz, Guillermo Novo Sampoll and his brother Ignacio Novo Sampoll, were convicted in the same trial. The Cubans had long records of right-wing terrorism, much of it while in the employ of the CIA.

Townley testified at the trial that the assassination was ordered by the head of DINA, Manuel Contreras, who reported only to Pinochet. It was carried out in collaboration with the Coordination of United Revolutionary Organizations (CORU), a Cuban exile group headed by Luis Posada Carriles and Orlando Bosch, who approved the attack and supplied the operatives who actually planted the bomb that Townley built.

...Calling the nation's nearly six-decade covert battle against Castro a "chill" might be considered more than a bit of an understatement, conveniently obscuring the key roles that the newspaper's antecedents under previous ownership — the San Diego Union, Evening Tribune, and the Copley News Service — all played in a deadly intelligence war waged by the Central Intelligence Agency on behalf of a succession of U.S. presidents, beginning with Dwight Eisenhower and John F. Kennedy.

The story broke back in August 1977, in a Penthouse magazine exposé, by one-time San Diego investigative reporter Joe Trento and Dave Roman, of Union-Tribune publisher Jim Copley's alleged connection to some of history's darkest espionage and assassination plots.

As Carl Bernstein of Watergate fame noted in October, 20 1977’s Rolling Stone, "According to Trento and Roman, Copley personally volunteered his news service to then‑president Eisenhower to act as 'the eyes and ears' against 'the Communist threat in Latin and Central America' for 'our intelligence services.'

“James Copley was also the guiding hand behind the Inter‑American Press Association, a CIA‑funded organization with heavy membership among right‑wing Latin American newspaper editors."

The Penthouse story related that "The current Latin American editor for [Copley News Service], William Giandoni, a former psychological warfare officer, admitted that he not only tried to join the CIA in 1950 but also actually fed information to CIA operative William Kelly in 1961 concerning the coming Bay of Pigs invasion."

"In addition to placing stories for the CIA, Copley News Service acted as the 'eyes and ears' for the CIA when it came to reporting on what other publications might be picking up on agency activities in Latin America," the pair wrote...

Late on Tuesday, Nov. 19, 1963 — the evening before President Kennedy’s final full day at the White House — the C.I.A.'s covert action chief, Richard Helms, brought J.F.K. what he termed “hard evidence” that Castro was still trying to foment revolution throughout Latin America.

Helms (who later served as C.I.A. director from 1966 to 1973) and an aide, Hershel Peake, told Kennedy about their agency’s discovery: a three-ton arms cache left by Cuban terrorists on a beach in Venezuela, along with blueprints for a plan to seize control of that country by stopping Venezuelan elections scheduled for 12 days hence.

Standing in the Cabinet Room near windows overlooking the darkened Rose Garden, Helms brandished what he called a “vicious-looking” rifle and told the president how its identifying Cuban seal had been sanded off.

Helms (who died in 2002) told me in 1987 that he realized that in response to this evidence, Kennedy “wasn’t going to invade Cuba,” but that he was certain the president’s “real energy” on Cuba was directed toward covert action. Helms insisted that J.F.K.'s quiet efforts to communicate with Castro were at best “a feint” — “like most two-track policies, try everything.”

Helms’s skepticism about Kennedy’s back channel to Castro no doubt reflected the president’s careful efforts to show no sign of weakness on Cuba in front of his covert action director. And indeed, as Helms later related to me, Kennedy responded to the sight of the Cuban rifle by telling him, “Great work!”

The president reminded the C.I.A. man that he would be leaving on Thursday morning for Texas. He told Helms, “Be sure to have complete information for me when I get back from my trip.”

CIA’s Raymond Rocca, writing to Richard Helms regarding counterintelligence chief James Angleton’s desire to stonewall the Warren Commission on certain CIA materials passed to the Secret Service.

What was so sensitive that Angleton, one of the most powerful figures in the CIA, preferred “waiting out the Commission” to cooperating with investigators.

One of the matters at hand was photographs of a “mystery man” taken in Mexico City and rushed to Dallas on the evening of November 22, 1963, and subsequently provided to the Secret Service via the White House.

On February 12, 1964, the Warren Commission wrote to CIA Director McCone, asking for all materials that the CIA had passed to the Secret Service since JFK’s assassination. Rocca’s internal letter to Deputy Director for Plans Richard Helms of March 5, 1964, transmitted his boss Angleton’s desire to demur on this request.

The materials were photographs of the so-called “Mexico City mystery man” and cables regarding the photos. In a meeting on March 9, 1964, Helms told Commission staffer Howard Willens that the CIA had “certain unspecified problems” in complying with the request. Willens refused to accept this response.
