According to Jim Wazenbach, treasurer of the California State Association of Letter Carriers, “clusters boxes are now the norm” at new projects and may ultimately be required in existing communities. There is a concern that older or disabled people will not be able to get to them.

The penalty for not getting a hide is nearly nonexistent while the reward can be spectacular.

For people not familiar with the host forum and how it works. Some times, when a DUer wants to get a thread locked, they will post copycats to drive the issue. Hosts will get fed up and "lock them all" - which was the ultimate goal anyway.

Sometimes they will even kick a day old thread to stir it up a little to make sure they all get locked. Unless maybe I'm misreading this and the 'kicker' really has an interest in 24 hour old 'local' threads they claim to despise.
