We train the best and brightest from other countries here in the USA but other countries have their own best and brightest who who've grown up with tech and it's not a closed field of learning when everyone who has a computer can develop skills to have access to hacking at a sophisticated level.
We've worked for decades with Russia on sophisticated Space Exploring technology. Our computers are made in China and India has access to most of our US Computer user info because they are the off-shored "help sites" for Cisco and other tech companies we customers have to deal with for hours on the phone when something breaks. Plus, both China and India have many tech workers here in the USA in our top companies. Many go back home and share and teach at their universities.
Although, as Snowden revealed: USA/NSA have more access than other countries to "scoop up" everything on everyone because of the pipelines we control and the buildings we can build to store it all on our taxpayers dollars.
