OK, I admit it. I don't understand this chart.



How could there possibly be any blue in it?

3. Two reasons:

1) Sensible underling who tells the truth and is subsequently fired.

2) Also, note the qualifier "might" since the statement that occasionally comes out is "We might be wrong, but we're not."

The more accurate blue category would then be: We might be wrong (later retracted).

I believe during Vietnam the Pentagon used the statement: "The previous statement is no longer operational."
