During gun qualifications for watch standing....IE armed guards....as to why weapons are kept
a) unloaded during watch(unless there was a threat condition) and...
b) not allowed outside of watch standing

...they do not want you to accidentally discharge a weapon...and you will get sh@t on if it happens. You're accountable for every bullet...

...they do not want some seaman/airman/private, who's pissed off at his chief/sgt/divo, to have access to a weapon and kill said personnel with it...

It's common sense really....I'm not even mentioning the PTSD factor....the military is smart enough to realize it's better to not have everyone carrying on a base, but after this and the Norfolk shooting who knows...navy bases have gate guards and individual ship/sub armed topside watches to boot....

Yet weapon possession is controlled, though not for reasons you think. It is not necessary to be armed to perform most routine military duties yet a weapon must be under positive control at all times. To constantly be armed would inhibit day to day operations.

The reason weapons are secured is because these are assault weapons. The vast majority are fully automatic to some degree. Such weapons would be prime targets for organized crime, terrorists, radical militias and other bad elements. If everyone just walked around with them any yahoo- if I may use your term- could come in steal a bunch with any gun that was loaded. Could you imagine the carnage at the border if the self appointed patrols were equipped with machine-guns and M-4s?
