No, he doesn't have a show on Fox (yet), but Pat Buchanan made an appearance on Sean Hannity's show and said this (at around 2:38 in the video below):

Sean, you know, a couple of months ago Obama was so low in the polls even the Kenyans were saying he was born in the United States.

HAR HAR HAR HAR HAR!! That's a real kneeslapper, Pat! Hey, give us a teleprompter joke!

I mean structurally, humor is based on breaking a commonly held association. It doesn't have to be factual. It assumes that most people here wouldn't believe it in order to work. Hence, "even the Kenyans," makes the punchline. And "so low" type of jokes usually result in some hyperbole.

My guess is that this represented the high point of whatever Buchanan had to say.

On edit: Consider that a liberal could say this same line to an audience, and it becomes a joke about the birthers.
