3. So...we didn't do X back in '93, so we're forbidden to do Y in 2013?

Plenty of arguments against launching a strike, but that isn't really a good one. The circumstances can be very different over 20 years, for example.

4. There were few good options for Rwanda for any Western Power

The country is in the center of the African continent. It would be like flying bombing missions on Cleveland, OH from the Atlantic Ocean.

Horrible that no one did anything, but the logistics of action were also pretty bad.

7. Atrocities are common on both sides of the civil war. We started that war because in 2009,

after years of cultivation of personal relationships with Assad and strenuous coaxing by various worthies, Assad decided to renege on certain commitments he had made to his American friends - despite all the restaurant diplomacy and shopping in Paris for his wife, he refused to abandon his military and economic ties with Iran in favor of a tighter commercial embrace by the west, the Saudis/GCC and Israel.

He sealed his fate -- with him the Alawite minority and his Shi'ia co-religionists in Syria -- and was put on the same list with Kadhaffi for what was viewed as his betrayal. In the Spring of 2011, the gloves were pulled off across MENA. Only Assad has toughed it out, in large part because of well-founded fear of a genocidal end-game at the hands of al-Nusra and the other Sunni Jihadis in the pay of Riyadh and Doha.
