1. To the RW contingent it doesn't matter

All that matters to them is that President Obama gets blamed by the political center. The Democratic Party needs to pull out all the stops to make sure that doesn't happen.

4. The projected cuts are always the things that people will object to most.

It's a bargaining position.

Once the cuts really have to go into effect, one hopes that they will be more intelligent in cutting out other stuff.

Same as local budgets -- it's the classroom teachers that have to be cut, rather than adminstrative functionaries, bureaucrats and contracts to the politically connected suppliers.
