If the manhunt kills more people than the suspect, should it be called off?

I can make arguments either way; I'm not sure. Just wondering what people thought.

1. they might need to change how they are doing it, but the guy plans to kill more

so they can't call it off since other people's lives are at risk as long as he is out there.
