Raising taxes

Germany has considered this, and you hear concern about birthrates in the US

Should the IRS charge those between the ages of 25 and 50 filing married with no children a surtax of 1 to 5 %

1. What's Germany's Reasoning for Considering this and Why Should the US Consider it?

Given the reference to birthrates is this the government trying to encourage couples to have kids? I doubt that would be a very popular idea here in the US. People don't like to feel like the government it manipulating them and this would be a very overt form of manipulation. Not at a the subtle forms that are currently practiced.

3. Why encourage more children?

We're running out of natural resources like clean water and food that hasn't been genetically modified. It's too early to know what nasty things are waiting down the road due to all the crap we eat, but you can bet there's something.

I was under the impression that there were too many people in the world already, why encourage more? We can't educate and provide health care for the kids we have now, why add to their numbers?

4. The way the math works today,

you need more people working to support the generation that's retired. No, it's not a sustainable model. But that's the way things are today.
