It's refers to private gun sales in general. If you sell a gun to your friend at your house, that is the gun-show loophole. It is a terrible name, in my opinion, and should just be called the private-sale loophole.

edit to clarify: Private sales do happen at gun shows, but they happen other places too.

There are even ads in the local papers saying "we buy guns"; nothing inherently wrong with that, just observing that guns change hands in a variety of ways.
