Were the 'security experts' in charge of embassy security appointed by SecOfState or in career jobs?

I really hope some policy wonks familiar with State Department infrastructure can answer that question. From HRC's testimony it seems that the security experts were relied upon heavily and given considerable say over priorities and procedure.

2. From memory

from previous mention here they were the reponsibility of the State Dept. Not sure if that answers your question or not.

3. Yes, but, many at State are career personnel, just like Dept of Justice and ATF.

That is why I am wondering specifically about the security experts in charge.

5. I don't know about Libya, but my father-in-law used to work for the

State Department as head of security at various embassies, and he had a lot of say in the security procedures of the embassies he worked in.

by Sec of State. Do you know if your father-in-law was appointed to his position or was he a career state department worker? Could you ask him how these current security experts get placed in these jobs?

Somebody estimated the security needs but in this case it turned out to be inadequate. Shit happens sometimes.

I doubt that the SoS appoints security professionals since those are not political positions.

10. That's why it does matter. GOP insists on placing blame on HRC and Obama for decisions that are NOT

historically their decisions IF the security experts were career positions with the autonomy to make these decisions as they see fit.

And, one would expect, that GOP lawmakers would be plenty aware of this by now.

12. State has security experts, but local security is contracted out

State's budget for security is authorized by Congress, and Republicans have consistently underfunded the department's requests. SoS Clinton today called for Congress to drop 'lowest bid' requirements and allow State to consider other factors.

13. Thanks. Still curious if the security experts who DID make the decisions at State for overseas

security, were hired or appointed before or after 2009.
