The culture of that place needs to be destroyed. This football worship criminal accepting culture in wrong in every way I know of.
Rape is rape. If a lady, young or old can not give her consent then it is rape. Those adults who facilitated this activity, or who witnessed it and did nothing are also criminally responsible. They should go to prison. The other teens who stood by and watched and did/said nothing are accessory's to the crimes and need to be prosecuted.
This seems to be the local culture of this town. That culture needs to be ripped out by the roots and destroyed. The football program needs to be eliminated for at least 10 years. The coaches, athletic department, and administration needs to be fired. The school board needs to be disbanded and that school district needs to cease to exist.
Start over from scratch with major oversight from state officials and build a new school district staffed with people who care about all of the kids, male and female.
No part of this sick local culture can be left in place.

But is a rape evwn somerhing the FBI can prosecute? Many crimes have to be prosecuted at a state level.

I think the FBI can get involved in the investigation due to the fact that they crossed the state line.

will never investigate themselves.

the cycle continues. the justice system harbors and encourages rape and violence only because it's the FBI doing it, it's sanctioned.

count the white males lined up to support the other white males against that one poor Jane Doe. We're probably in the hundreds or thousands of empowered white male establishment types who we KNOW will get these boys off of any charges at all.

Penn State was a fluke.. the white male partriarchy system continues to harbor and indeed congratulate rapists.
