What sort of person thinks their political/social enemies have small penises?
It's an interesting question.
What sort of deviation of mind would cause someone to create a theory of the other in terms of their inferior penis size?
It's pretty standard thinking in some circles, like cage-fighting culture, perhaps. And wartime propaganda, of course. During WWII there was a lot of stuff about Hitler having one testicle. During WWI there was a lot of stuff about the Kaiser's withered arm. The physical shortcomings of Napoleon, who was not freakishly short except by the standards of the aristocracy (who were typically taller than commoners), were of great interest to the British.
But to be a common turn of mind in supposedly progressive circles suggests some deep rot somewhere.
This is up there with the hilarity of prison rape (for people one doesn't like), and the infamy of gay conduct (when done by men one does not like).
It's like, "I want the fun of thinking like a savage, but with the self-righteousness of the moralist, so I get off on employing the forms of bigotry and oppression directed against only evil people."
Kind of like Dexter. (A TV character who is a ritualistic serial killer while living in a rationalization construct wherein he is one of the good guys.)

It's a standard knee-jerk accusation, like saying "I want some of what they're smoking" or, as you note, wishing prison rape on someone.

We in the military have a huge hard o.. err huge love for the penis. Never in such great numbers will you see so much penis play. Tea-bagging passed out friends, slap ass games. Ive never seen such greatly detailed penis art than in some of the shitters that Ive been in. Im talking, veins, hair, warts and all.
