but he was wrong. Gillett was a member of the House.

How the Speaker is chosen
As the highest-ranking member of the House, the Speaker is elected by a vote of the members of the House. While it is not required, the Speaker usually belongs to the majority political party. The Constitution does not require that the Speaker be an elected Member of Congress. No non-member has ever been elected Speaker.

None of the "other officers" (Doorkeeper, Clerk, Parliamentarian, Sergeant at Arms, etc.) has ever been a Member, and the Speaker always has, but there's no requirement for either of those.

only says that the House (elected members) shall choose the Speaker. In practice, the Speaker has always been a member of the House, but technically it's not required.
