why was the end of the tax cuts Dec. 30, instead of Jan. 1?

As I recall, we have to file taxes based on the laws in effect as of the last day of Dec.?

1. My guess is that it aligns with payroll processing

12/31 is a Monday-the first day of a new pay period for most businesses.
