1. I'm wondering what their thought process is in purchasing the guns?

When another kid tries shooting kids in school I'll be there waiting for him to stop him dead cold?

constitutional law is pretty clear that the government cannot seize things without compensation.


nor shall private property be taken for public use, without just compensation.

They figure they won't be able to buy them in a few months. I hope we decide to let them have their freaking guns, and instead ban the sale of ammunition for them. Then will have wasted a ton of money on something they won't be able to use for very long.

15. I've Been Proposing Taxing Bullets For Years...

...make every shot really count. Tax the daylights out of every box of ammo...with higher taxes on the more lethal types of ammo. Nothing I read in the constitution prohibits this. Take the money from these taxes and give it for health care and other assistance to victims of gun crimes...

Not everybody can afford all the toys they want.

I'm sure a lot of Delicate Flowers would love to get their hands on a tank, but they cost an arm and a leg.

If you're too Delicate to exist without Precious, try a lifestyle change or counseling.

8. what it takes to buy a gun

All firearms sales including private and gun show sales, transfers or loans, must go through a California licensed firearms dealer. An application for sale or transfer must be made with a licensed California gun dealer before any firearm may be sold or transferred.

The purchaser must present the dealer with a valid California Driver's License or a California I.D. Card and supply their thumbprint. The purchaser of a handgun must also provide additional proof of California residence. The dealer sends a copy of the application to the Ca. Dept. of Justice and the local police chief.

The CA DOJ will conduct a background check on each buyer at a fee. There is a 10-day waiting period before delivery of any firearm. Dealers must keep a register of all firearm transfers.

Possession of the firearm from the dealer must be done within 30 days or the entire purchase process must be repeated.

The waiting period and dealer application do not apply to:

Transfers to police officers

Other gun dealers.

14. I suspect 90% of gun sales in CA are private and under the table. If we tracked individual

weapons adequately, just like motor vehicles, this wouldn't be possible.

I support harsh punishment (20 years to life) for circumventing gun sale laws - per count.

17. Non-commercial intrastate transfers of curio or relic long guns are not regulated in California

 

Basically any rifle or shotgun that is over 50 years old and doesn't fit the state's definition of "assault weapon" can be transferred from one person to another with no paperwork, background check, etc.

Just a data point.

But I believe the burdensome nature of the lawful private-party transfers for non-C&R firearms, i.e. the time, inconvenience, expense, and the fact that the laws are largely unenforceable, do result in some portion of transfers being done illegally.

I thought the OP meant that too, and I thought, but I've never seen a gun at a Target, and I'd never shop there if they sold them. But then I realized the header was just poorly punctuated: the OP met the friend at Target, and the friend relayed this information about gun sales.

It seems an increase in gun purchases is happening everywhere. CNN reported that AR-15s are flying off the shelves. The gun store owner interviewed in the report claimed people were buying the guns at such a high rate in order to get ahead of any government bans that might result from the latest shooting.
