There are times when a President has to follow, rather than lead...
There are times when a President has to follow a subject, rather than leading on it.
He did this with "Don't Ask, Don't Tell", and he is doing it with marijuana.
It's a good tactic.

3. States have often led the way in innovation in the past. It is a good way to experiment on a small
scale before the entire country jumps in.
