Simple remedy: dock their pay for any time they spend on party activities (instead of working for us).

Checks and balances, remember?
One recent Congress couldn't muster a supermajority to override a theatened presidential veto to increases to his proposed budget. In most of the '00s what happened was that the president proposed something and Congress appended more stuff to it. Pretty much everybody got their way. Spendy, that. |

Congress passes bills and the President signs them. Both are responsible for the debt.
