I can't find a rule that specifies a limit. Joining is based on their interest, so maybe nothing has interested them enough about it yet.

Thank you for this prescient reminder of precisely why this important senior safety net was created! We need to begin referring to it as an "EARNED entitlement" since we pay into the program all of our working life.
