Serious question: Why did repubicans vote against the Kerry/Dole supported bill?

I don't get it. Admittedly, I am shitty at understanding their mindset, but geeze. What was wrong with that bill?

.......because of possible new regulations that affect students with disabilities.

Teabaggers put pressure on Republicans, who totally shamed themselves and their party with the vote.
