A tax system and a budget
It is good to understand the purpose of a budget, which is to serve the needs of the people. By contrast a tax system's purpose is to pay for he budget. If the tax system is not able to pay for the items in the budget it does not mean that the budget needs to be cut, it means that the tax system must be adjusted to do its job. A failed tax system is no excuse for denying the people their expectations from Government.
Just one old fart's thoughts on the matter.
