Check out the "assessments" after each state's ranking. Democrats in charge = bad, Taxes = bad, even though the state is prosperous and it's citizens are healthy and well educated.

N. Dakota and Wyoming at 1 and 2? Seriously?

I guess when the entire state's infrastructure consists of 3 dirt roads and a stop sign it is easy to run it well.
