The real NIMBY problem is with transmission lines.

TX has a lot of wind generation capacity, and started building it 4, 5, 6 years ago. (Takes years for these things to be sited, approval and permits obtained, equipment sourced and transported, and then construction).

The problem is getting it from the generation site to the cities further East where it's needed.

That was a large part of the rolling black/brownouts in the Southland in early '01, and a recurrent cause of brownouts in the NE in the early 2000s. The good folk in Skaneateles couldn't abide their views being marred by transmission lines just to help those in NYC.
