1. Some of it is self disenfranchisement

because of apathy or downright hostility to the government. Still, I know tribal people who go out to the various reservations every election day and provide transportation to anyone who wants to vote. The movement to try to get everyone to vote is long standing.

When they vote, they're Democrats. Just thought you'd all like to know that.
