A tax cut for 100% of americans for the first $250,000 of income and any income above $250,000 will be taxed as would have been when the bush tax expired (which is what taxes were under Clinton in 1999). This would not be a tax increase just a cut in tax for the first quarter of a million of income. Grove Norquist can not say that anyone voted to increase anyones tax.
