50.5 percent would be rounded up to 51 percent if this was a republican

Why is rounded down by the media to 50 percent?

2. 0 - 4 gets rounded down, 5 - 9 gets rounded up

That's standard procedure.

4. All they need to know is President Obama has a mandate, just like Bush did with his 400-vote victory

(or so he claimed). Bush governed like he won a landslide.

7. in hard numbers what is .5% of the population?

.5% may not sound like much but that represents 1,563,905 people that are likley Obama supporters (whether they voted or not). That's a pretty significant number of persons to wipe away by rounding down.

It's close enough for most calculations. After that, you need calculus.

The wingnuts have enough trouble with the concept of 1/2.

On Edit: Actually, just "3" is close enough for estimating - especially when you're doing it in your head.
