The big holdup is counting absentee and provisional ballots in Miami-Dade, to see if an automatic recount is required. If mov is .5% or greater, then no automatic recount, if less than .5%, then there is an automatic recount before results can be certified. At moment, mov is a fraction over .5%. So in other words, the holdup is a procedural one, not a problem with the voting.
