1. Keep in mind No doesn't need to beat yes.

No doesn't matter, the yes needs to be over 50% for it to pass. Nonresponses are effectively no's

is that estimated number of "Blanks" referring to ballots with nothing marked and thus counted as "no"?

4. Yes, blanks count as no. Need 50% plus 1 yes votes to win.
