3. Isn't most of the damage in NYC due to flooding and not because of wind?

The Statue on that huge pedestal is probably well protected from floods.

5. Well . . .

A collapsed crane is still dangling 90 stories above the street at 57th & 7th in Manhattan. The facade of a building in Chelsea just fell off, such that it now looks like one of those doll houses that lack a rear wall. There are THOUSANDS of trees down in all five boroughs, and falling trees have killed several people. Nope, no significant wind to speak of! </snark>

4. I'm no engineer...

but since the refitting, I would doubt it was rebuilt the withstand less that 140 mph. Just a guess, but high winds would probably be a priority.
