does this become the job creator we've been waiting for?

the storm is going to cause billions in damages and unlike NO, the people in NY cannot
just be moved to Texas.

Does anyone believe the congress will now pass a bill authorizing the creation of a new
Civilian Works Plan that will serve the purpose of jobs and rebuilding?
