smart phones and charged computers may still be able to get wifi/sattelite/4G whatever... so online is sometimes a better option than the phone. and usually when electricity is out, the phones don't work...unless you have one of those old analog types on hand for emergencies, like me

Last time my power went out, that's how I was able to report it and see how big the outage was.

At least until the cell station loses power...
