How in the hell did he have a bi-partisan relationship with the 85% Democrat Legislature when he vetoed 800 bills and nearly all of those vetoes were overridden?

Romney was working with Democrats in his legislature. That is much easier than working with a Republican legislature -- especially one full of Teabaggers.
