From Middletown Mike's blog: http://middletownmike.blogspot.com/2012/10/help-nj-vote-to-overturn-citizens.html

The state Senate has already passed this legislative resolution; Gov. Chris Christie's signature is not required for the state to adopt it. The vote on Thursday is the last step.

We don't need Governor Doughboy's approval on this!

but its just a resolution. A declaration that they think its a good idea. It has no legal effect. If they want to make some real progress, put an amendment to the NJ State Constitution on the ballot. I think if it is crafted as a protection of individual rights to participate in the electoral process it avoids federal pre-emption issues. If they really want to force the fat man's hand, they need to take some bold steps.
