Ohio Supreme Court case dismissal leaves Gov. John Kasich's JobsOhio agency in legal limbo

COLUMBUS, Ohio - The Ohio Supreme Court on Friday delivered a blow to Gov. John Kasich, dismissing a lawsuit the administration had hoped would speed forward the Republican leader's private jobs agency.
The court's ruling means JobsOhio, the private board that Kasich wants to fund with state liquor profits, will continue to operate on a shoestring budget and under a cloud of uncertainty, unable to shake its looming legal challenges.
As a way to end-run litigation still holding up a financial transaction to fund JobsOhio, the administration recently hatched a legal maneuver with a mandamus action intended to quickly force the high court to rule on the legal merits of a plan to use the liquor profits to fund the private functions of JobsOhio.
But in a 4-to-2 ruling on Friday, the court rejected the strategy and -- without ruling on the merits -- said the administration was trying to force action in the wrong court and instead should have set its sights lower at the common pleas level.
