Because you gotta close the loopholes those untrustworthy women use to get around God's will, I mean the law.
They won't throw her in jail if the investigation proves it was a "legitimate" miscarriage.

But while they are at it, why not just outlaw pregnancy all together?
It would solve alot of the controversy yes? And from the Republican pig standpoint, it could certainly save some money.
