Wis Gov. Scott Walker to give speech at American Enterprise Institute.

MADISON, Wis. (AP) — Gov. Scott Walker plans to appear Thursday at a Washington-based conservative think tank to talk about the state budget and changes limiting collective bargaining rights for public workers enacted last year.

Walker is set to appear at a meeting of the American Enterprise Institute. The group says Walker and an economist with the think tank will discuss how Walker's moves have affected the state's economy and the effort to recall him from office.

It was anger over the collective bargaining measure that motivated the ongoing effort to recall Walker and Lt. Gov. Rebecca Kleefisch from office.

Walker argued the proposal, which forced most state workers to pay more for their pension and health care benefits, was needed to help balance the budget.

Even if Walker loses the recall election, he predicts no one will come into office and repeal the reforms he put in place, because local government leaders are now relying on them to balance their budgets. “As much as there are plenty of local elected officials who’ve gotten elected from support from unions in the past, who wouldn’t speak out in favor of this, they’d all scream bloody murder if somebody tried to repeal it, because now they’d be dead, if they didn’t have our reforms.”

As a matter of campaign science, Walker sees Wisconsin as a state that has been historically split 40/40/20 between Democrats, Republicans and unaffiliated voters.

He believes if he can convince independents he has made the right choices for the long term, he wins.

He thinks he and his supporters may have to spend up to $25 million to counter spending by the other side.

He believes if he has “the capacity to get the truth out,” about the benefit of his reforms, he will prevail.

I had a republican friend who only had one brain cell left. Before he went to bed he'd take it out and put it in a beaker on his night stand.
