CNN uncovers loop hole in insider trading legislation Really?

There again I dont watch CNN just channel surfing and just happen to catch the reporting about a CNN corespondent had uncovered the loop hole whereby spouses are exempt from the reporting of transactions..This is new ? This was posted on DU a couple days ago about Cantor writing this legislation.
But ok CNN take the credit for news several days old..
