With a silver medal in the 200-meter butterfly and a gold in the 800 freestyle relay on Tuesday, Phelps increased his medal haul to 19, one more than the former Soviet gymnast Larisa Latynina. He replied, “Thank you Mr. President!! It’s an honor representing the USA!! The best country in the world!!”
