That's an F in script/handwriting. Which just means the sign was probably created by a person "of a certain age". My senior citizen mom and aunt are always decrying the death of handwriting, which they still strictly adhere to. It will be a lost art someday soon.

I'm pretty sure the first image is meant to be a visual pun -- as in "peeling" an orange.

Not a great joke, but not a spelling mistake either.

As a matter of fact, I don't recall ever hearing the word "repeel" as used correctly. Once you peel something, it isn't likely you would "repeel" it...
