It was a political scandal that threatened to topple the long-held Republican rule in the Bucks County courthouse, and exposed what one judge called a culture of corruption.
Register of Wills Barbara Reilly and three underlings were arrested in March following an 18-month grand jury investigation.
The probe revealed Reilly, a 76-year-old GOP loyalist from Bensalem who had held the office since 1975, forced office workers to do political work on county time, giving them off-the-book compensatory pay for staffing the polls for Republican candidates each Election Day and stuffing envelopes at GOP headquarters.
